Job Description The City of Lebanon has a full-time opening for a Communications Manager. This grade 10, exempt position operates under the general direction and supervision of the City Administrator. Primary Purpose: Coordinate and manage the City’s public information including marketing efforts, dissemination of information to the public and media concerning City events and issues, and the implementation of strategic communication campaigns and programs. Description of Work – Essential Functions: Serves as a primary advisor to the City Administrator, City Council, and other City departments on matters related to the dissemination of information to the public and media concerning the City’s programs, policies, issues, and events. Serves as liaison and assists in the communication between City Council, City Administrator, and other City officials, the media, individual citizens, or public interest groups. Designs, develops, and implements civic engagement strategies and programs to increase citizen participation and, ultimately trust in City government. Develops mechanisms to measure and track levels of civic engagement over time; provides periodic reports to administration on efforts. Provides coordination for a Citizen Response Program, including working with other city departments to respond to complaints or requests for information; providing a status reports of service requests and resolutions; an identifying local community resources and service agencies that may provide assistance to concerned citizens. Develops news releases, informational pamphlets, fact sheets, etc., conducts news conferences, and uses social media and other tools to present the City’s views and inform the public. Determines the method and media most suitable to reach concerned or affected citizens, explain or defend City policies and positions, and promote awareness or understanding of City programs and services. Serves as managing editor for the Administrator, the monthly newsletter, and oversees the content, design, and development of the City’s website. Creates original and unique designs, graphics, and concepts for electronic and print media utilizing Adobe and Microsoft Office. Attends Council, board or community meetings and presents programs, explains policies or procedures, answers questions on behalf of the City of Lebanon. Plans and coordinates all special events for the City including determining the advertising measures for such events. Serves as a partner within the community and attends related meetings and events in an effort to maximize and collaborate resources. Develops short and long-range planning to promote community awareness, understanding to increase support for the City and improve public perception. Coordinates and oversees the design, development, and implementation of periodic employee and citizen surveys. Performs Emergency Communications functions for weather or disaster emergencies and represents the City as its public information officer at Emergency Operations Centers or Field Command Centers; provides information regarding utility outages including the approximate number of customers affected and provides updates on the restoration efforts. Important Functions: Attends conferences, seminars, workshops and other training for professional development purposes. Utilizes computer software applications including Microsoft Office suite and Adobe suite. Develops and maintains working relationships with communications professionals at the local, state, and national level. Travel frequently to off-site locations for special events, community and government meetings, as well as other city business. Performs other related work as required. Physical Requirements Performs bending, kneeling, sorting, twisting, and reaching from ground level to overhead; grips, holds, and carries objects weighing up to 40 pounds; pushes and pulls up to 25 pounds; must be able to operate a computer keyboard and/or mouse. Subject to extended periods of walking and/or standing. Frequently attends off-site special events, provides tours of facilities, parks and other property, works off-site public events as needed. Working Environment Primarily indoors with heating and cooling regulated in a general office environment; may be exposed to extreme weather conditions when outdoors at special events or due to emergency disasters and/or other special events. Frequently works before or after standard work hours to accommodate meetings and/or special events. Licensing/Certification Miscellaneous Requirement If operating a motor vehicle for the purpose of completing job duties, must possess a valid Missouri Motor Vehicle Operator’s License. Must be able to successfully complete an intense background investigation and pre-employment drug test. Must submit to periodic drug testing as required by applicable law. Required Skills & Experience Qualification Requirements: Any combination of education, training, and experience providing the following knowledge, skills, and abilities. Knowledge Principles, techniques and objectives of public relations as it applies within municipal government; current English language usage and journalistic styles, both print and broadcast; regulations, procedures, and services of municipal departments and agencies; graphic design principles, typography and layout techniques; effective internet usage principles; social media tools and effectiveness of use; and civic engagement strategies and tools. Abilities Effectively develop, plan, organize, and administer departmental activities; learn the principles, processes, and purposes of municipal government organization and departmental functions and effectively communicate these concepts, policies, and procedures to the public through written and verbal communications; maintain a flexible work schedule; utilize sound, independent judgment in preparing recommendations and formulating policies; communicate effectively verbally and in writing including speaking well in front of large groups and in stressful situations; prepare and present clear and comprehensive written reports; think creatively about communications issues and put new ideas into action; utilize civic engagement strategies effectively; deal effectively and courteously with the City Council, other departments, government agencies, and the general public; negotiate effectively; establish and maintain a good working relationship city employees; model and facilitate a working environment that encourages awareness and respect for differences among employees and citizens; perform the essential functions of the job without posing a direct threat to the health and safety of others.
Educational Requirements Experience, Education, and Training Graduation from an accredited college or university with a bachelor’s degree in journalism, English, communications, public administration, political science or a closely related field plus two (2) years of responsible work experience in an applicable field; or any equivalent combination of experience, education, and training may be substituted for the formal education requirement on a year-for-year basis. A Master’s Degree in a related area is highly desirable.

Explore St. Louis works to attract citywide conventions, one-hotel meetings, sporting events, group tours and individual leisure travelers to St. Louis. More than 700 local and regional businesses are partners with Explore St. Louis. Explore St. Louis is seeking a Director of Convention Services to direct and coordinate the activities of the Convention Services Department which is responsible for familiarizing meeting planners with the St. Louis area, hospitality industry and local hospitality suppliers to assist planners with their meeting or convention in St. Louis.
Required Skills & Experience This position requires working successfully with representatives from various hospitality industry organizations. Also managing a team of 6 within the department. The ideal candidate will have knowledge of the City’s tourism, hospitality and convention business. Managerial experience. Must possess exceptional presentation & interpersonal skills; including verbal + written communication proficiencies. Excellent customer service, organization and planning skills. Ability to work a flexible schedule is necessary; including evenings, weekends and holidays. Must be able to maintain a valid driver’s license. Travel may also be required with this position.
